What Is Form 1096?
Officially called the Annual Summary and Transmittal of U.S. Information Returns, Form 1096 is not a form you send to a contractor or a vendor. Who Needs to File Form 1096
You need Form 1096 if you are mailing paper copies of any of the following returns. Each type gets its own separate cover sheet, so filing two form types means filing two Form 1096s, not one.
- Form 1097-BTC, for bond tax credit distributions
- Form 1098 and its variants, including 1098-C, 1098-E, 1098-F, 1098-Q, 1098-T, and 1098-VLI
- Form 1099 and its many variants, including 1099-NEC for contractor payments, 1099-MISC for rents, royalties, and other miscellaneous income, 1099-INT, 1099-DIV, 1099-K, and the newer 1099-DA for digital asset transactions
- Form 3921 and Form 3922, for stock option exercises and employee stock purchase plan transfers
- Form 5498 and its variants, for IRA and health savings account contributions
- Form W-2G, for gambling winnings
That last list is longer than what most guides online will show you, because the current 2026 revision of the form added several codes that did not exist a few years ago. 1098-VLI, 1099-DA, 1099-LPS, 1099-SB, 5498-QA, and 5498-TA are all new box 6 options on this year's form. When Form 1096 Is Not Required
Form 1096 is only required when you are physically mailing paper forms to the IRS. If you file electronically, and current rules mean most businesses now must, you skip Form 1096 entirely. The electronic system captures the same summary information automatically.
The threshold that decides this changed a few years ago and it still catches people off guard. Under current IRS rules, if you are required to file 10 or more information returns of any type during the year, combined across all your form types, you must file electronically. That 10 return count is much lower than the 250 return threshold that used to apply, so a lot of small businesses that assumed paper filing was fine for them are actually required to file electronically now, whether they realize it or not.
The FIRE to IRIS Transition
Here is something most guides on this topic have not caught up to yet. The IRS is retiring the system that has handled electronic information return filing since the 1980s.
Per the IRS itself, the Filing Information Returns Electronically system, known as FIRE, stopped accepting new Transmitter Control Code applications as of July 21, 2026. Existing FIRE accounts can still be updated through the rest of 2026, after which they become read only. Starting with the 2027 filing season, which covers returns for the 2026 tax year, the Information Returns Intake System, called IRIS, becomes the only electronic filing option the IRS offers.
If your business already files electronically through FIRE, this is worth flagging to whoever handles your filing now, not next January. If you paper file today because you are under the 10 return threshold, none of this affects you directly. But it is a useful reminder that the threshold itself is not the only thing that can change year to year on this form.
How to Fill Out Form 1096
Form 1096 is short. One page for the form itself, plus instructions. Here is what each part of it asks for, pulled directly from the current Form 1096.
Enter Your Filer Information
Fill in your business name, street address, city, state, and ZIP code exactly as they appear on the forms you are transmitting. Add the name, phone number, email, and fax number of a contact person the IRS can reach with questions.
Choose Box 1 or Box 2
Sole proprietors and every other filer type enter an Employer Identification Number in box 1. If you do not have an EIN and are filing as an individual, use your Social Security number in box 2 instead. Only fill in one box, never both, and make sure the number matches what appears on the forms underneath.
Fill In Box 3, Total Number of Forms
Count the actual forms you are transmitting, not the number of pages. If one page holds three copies of a form and two of them are correctly completed, box 3 gets a 2, not a 1 and not a 3.
Fill In Box 4, Federal Income Tax Withheld
Add up the federal income tax withheld across every form in the batch. If nothing was withheld, which is common with contractor payments, enter a zero.
Fill In Box 5, Total Amount Reported
Add up the specific reportable amounts from each form type. For a batch of 1099-NEC forms, that means summing box 1 across every form. For 1099-MISC, the total pulls from several boxes depending on what was paid. Mark Box 6
